Bill Sponsored by Rep. Doreen Gallegos Expanding Early Childhood Trust Fund Distributions Signed into Law by Governor
Santa Fe, NM — Last Monday Governor Michelle Lujan Grisham signed House Bill 71, the Early Childhood Education and Care Fund Transfers Act, into law—a critical step toward securing sustainable investments in the future of New Mexico’s youngest children. The legislation, sponsored by Representative Doreen Gallegos (D-Doña Ana) ensures strategic and responsible transfers into the Early Childhood Education and Care Fund (ECECF), expanding access to critical services for thousands of children.
"As the sponsor of HB 71, I am proud to see this legislation signed into law," said Rep. Gallegos, "This bill represents our continued commitment to early childhood education—not just in words, but in action. By expanding the annual distribution from the Early Childhood Trust Fund we are reinforcing our belief that every child in New Mexico deserves a strong start in life."
House Bill 71 provides for expanded annual distributions from the ECECF, boosting distributions to a minimum of $400 million per year to fund programs benefiting children in the earliest years of their lives. These programs include pre-kindergarten programs, home visiting, childcare assistance, and other initiatives proven to improve educational and social outcomes for children.
"In New Mexico, we know that investing early pays lifelong dividends," continued Rep. Gallegos. "The passage and signing of HB 71 will help protect those investments, allowing us to expand access and increase quality for families in every corner of the state."
